“Congress is moving slowly to meet President Joe Biden’s request for Ukraine aid amid an ongoing fight over Covid relief money and immigration and a drive to vote on abortion-related legislation in the Senate next week.

Biden last week requested $33 billion in military and humanitarian aid for Ukraine and other countries affected by Russia’s invasion and urged Congress to quickly approve it. The House immediately went on a one-week recess and behind-the-scenes talks among lawmakers this week have so far failed to produce a draft bill.

Lawmakers said they have not encountered any major disagreements on the substance of the aid request, although some Republicans are pushing for more than the $20 billion requested for military assistance. The bigger holdup has been a focus this week on a China competition bill in the Senate and lingering debate about whether to combine the Ukraine aid bill with other legislation into a larger package. “
